Project Scope

Delivery of a new 8km dual carriageway linking the A46 Pennells Roundabout to the A15 Lincoln Eastern Bypass, completing Lincoln’s ring road. The scheme includes multiple roundabouts, new bridges over the River Witham and the railway, extensive earthworks, and full provision for pedestrians and cyclists

Approach

Bentley provided integrated project leadership and strategic oversight from concept through to pre-construction, ensuring alignment with Department for Transport (DfT) requirements. The team managed a complex statutory process including planning, Side Roads and Compulsory Purchase Orders, and a public inquiry. Cost and risk management were embedded through continuous cost modelling, value engineering workshops, and quantified risk analysis to maintain affordability and programme certainty. Bentley supported Lincolnshire County Council in procuring Balfour Beatty through a two-stage Design and Build via SCAPE, enabling early contractor involvement and effective risk transfer.
